McBains appointed to lead Swindon whole-house retrofit programme

Swindon Borough Council has appointed McBains as managing consultant to deliver a comprehensive whole-house retrofit programme across 104 homes in the Stratton and Highworth areas of Swindon.

The scheme, funded through the Government’s Warm Homes Social Housing Decarbonisation Fund (SHDF) Wave 3, targets 1950s post-war REEMA properties constructed with pre-cast reinforced concrete frames that currently suffer from poor thermal performance, damp and mould.

McBains will act as Client Representative and Designer through RIBA Stages 2–7, adopting a fabric-first approach to improve energy efficiency, reduce carbon emissions and cut heating demand.

Key upgrades will include external wall insulation, roof replacement, new windows and doors, solar PV installation, and necessary structural repairs—aiming to raise Energy Performance Certification (EPCs) from Band E to at least Band C.

The scope also covers detailed structural surveys, full planning and design services, compliance with PAS 2035/2030 standards, and management of SHDF reporting, funding claims, and tenant engagement.

McBains will provide a full interdisciplinary service to Swindon Borough Council comprising retrofit, building surveying, cost management, project management, principal designer, structural engineering, mechanical and electrical engineering and clerk of works services.
